Make sure that the Open local VCM button in the ConstructSim Work Package Server is enabled.

There are two situations when launching ConstructSim Planner:

1. A local VCM already exists: launch function opens local VCM project using ConstructSim Planner.
2. A local VCM does not exist: launch function creates a new local VCM project, using default name <projectNameWPS>.
   

If it does not find a SQL Server on the machine, you get a message asking for the name of the server. It also allows you to test the connection with the server. When the VCM is created, it opens in ConstructSim Planner.
